Salaries to the royal employees

दुर्गजनपदशक्त्या भरत्यकर्म समुदयपादेन स्थापयेत।कार्यसाधनसहेन वा भृत्यलाभेन सरीरमवेक्षेत ,न धर्माधर्मौ पीडयेत। ऋत्विगाचार्यमन्त्रिपुरोहितसेनापतियुवराजराजमातरराजमहिज़्योष्टचत्वारिंशत्साहस्राः।एतावताभरणे नानास्वाद्यत्वमकोषकं चैषां भवति। दौवारिकान्तर्वशिकप्रशास्तृसमाहर्तृ सन्निधातारश्छतुर्विशतिसाहस्राः।एतावता कर्मण्या बवन्ति।

दुर्ग और जनपद से होनेवाली आमदनी का चतुर्थांश राजकीय सेवकों पर व्यय किया जाना चाहिए। यदि इससे अधिक व्यय करने से अधिक योग्य कर्मचारी मिलते हों तो वह करना चाहिए।राजा को सदा अपने खर्चों और आय के साधनों पर सतर्क दृष्टि रखनी चाहिए। देव, पितर, दुर्ग, सेतु आदि पर होनेवाले खर्चों में कंी न करे।ऋत्विक,आचार्य,पुरोहित,सेनापति,युवराज,राजमाता और महारानी - इनमें प्रत्येक को अड॰तालीस हजार पण वार्षिक वेतन या भत्ता देना चाहिए।इसी में उनके आमोद- प्रमोद,भरण-पोषण,सुख-सुविधा आदि के सम्पूर्ण व्यय सम्मिलित होंगे।ऐसा करने से वे कभी क्षुब्ध नहीं होंगे।प्रमुख द्वारपाल,अन्तःपुर का प्रमुख रक्षक ,प्रशासनिक न्यायाधीश, समाहर्ता तथा सन्निधाता में से प्रत्येक को चौबीस हजार पण वार्षिक वेतन दिया जाना चाहिए।इससे वे कर्मशील बने रहेंगे।

Fourth part of income earned from the fort and the territory should be spent on salaries on those who are in the service of the king. In case better servants are available on more payments , one should not hesitate in spending more for them. The king must keep alert on the earning part of the state. Deities, ancestors, forts and bridges should never become prey of miserness. Ritwik, acharya, priests, army commanders ,prince ,mother of the king and the main queen should be paid forty-eight thousand Pan as annual salary or allowances. This should include their every type of entertainment, livelihood and other pleasures of life. This much care will keep them in control and they will not  go against the king, main guard main guard of the indoor activities , the judge, collectors , officer who takes people to the court – each should get twenty four thousand pan as annual salary so that they keep themselves active.
