मध्ये चान्ते च स्थानवानात्मधारणः परधारणश्चापदि स्वारक्षःस्वाजीव शत्रुद्वेषी शक्यसामन्तः पंकपाषाणोषरविज़मकंटकश्रेणीव्यालमूगाटविहीननःकान्तः सीताखनिद्रव्यहस्तिवनवान् गव्यः पौरुज़ेयो गुप्तगोचरः पशुमान अदेवमातृको वारिस्थलपथाभ्यामुपेतः सारचित्रबहुपण्यो दण्डकरसहः कर्मशीलकर्ज़कोबालिशस्वाम्यवरवर्णप्रायो भक्तशुचिमनुष्य इति जनसम्पदम्।

जनपद के मध्य या अन्त में दुर्ग हो जहाँ देश- विदेश से आनेवालों के भोजनार्थ पर्याप्त अन्न तथा अन्य सामग्री सदा उपलब्ध हो। संकट के समय वन या पर्वत में छुपने की जगह हो। जहाँ की जमीन उपजाऊ हो ,शत्रुओं के दमन में समर्थ सैनिक  हों। कीच या पाषाण न हो, तथा यह स्थान कंटक, शत्रु, हिंसक पशुओं आदि से मुक्त हो। कृषक कठिन श्रम करनेवाले हों।  नदी, तालाब हों ,पशुओं के चरने के लिए हरेभरे चारागाह हों। जलमार्ग , स्थल मार्ग हों ,जहाँ के लोग कर एवं दण्ड चुकाने में समर्थ हों। स्वामियों में विवेक सम्पन्नता हो।  लोग राजा के प्रति वफादार हों एवं उनकी सेवा में समर्पित हों ।

There should be a fort in the center or at the end of the territory which should be well equipped with eatable things for the people of own state and visitors from the other territories. It should be around the jungle and mountains where one can hide during the time of difficulties, where people from armed forces can be kept to deal with the attacks from the enemies.

It should be free from wild animals ,  enemies, thorns and land around it should be fertile where cultivation can be done easily, jungles should have usable trees,  clean path to move,  rivers,  ponds , green grassland for grazing animals and  should be fit for people to live . Residents should be able to pay taxes or punishment charges. Farmers should be hard working and their masters should be reasonable in thinking, where people of working castes live in big number, they all should be obedient and dedicated to the service of the king.
