धर्माधिगतः पूर्वेः स्वयं वा हेरूप्यप्रायश्चित्रस्थूलरत्नहिरण्योदीर्घामप्यापदमनायतिं सहेतेति कोशसम्पत्। पितृपितामहो नित्योवश्यस्तुष्टभृतपुत्रदारः प्वासेष्वविसम्वादितः सर्वत्राप्तिहतो दुःखसहो बहुयुद्दः सर्वत्राप्रतिहतो। सर्वयुद्धप्रहरणविद्याविशारदः सहवृद्धिक्षयिकत्वादद्वैध्यः क्षत्रप्राय इति दण्डसम्पत्।

अब राजकोष के बारे में- राजकोष पहले के राजाओं द्वारा तथा अपने द्वारा धर्म और न्याय संगत माध्यमों से अर्जित होना चाहिए। कोष में सदा प्रचुर मात्रा मे सोना- चाँदी ,रत्न ,नकद धन रहना चाहिए ताकि वह लम्बे समय तक रहनेवाले दुर्भिक्ष में काम आ सके तथा भविष्य में धनागम की आशा न भी हो तो भी वह आवश्यकता के अनुसार व्यय किया जा सके , उसमें कमी न हो। अब दण्ड सम्पत- सेना में जो लोग पितमहों , प्रतिपितामहों के समय से रहते आये हों ,वे सेना में बने रहेंगे। सेना सदैव राजा के अधीन रहे और राजा को सदा उनकी एवं उनके परिवार की देखभाल अपने परिवार के सदस्यों की तरह करनी चाहिए। ऐसा करने से सेना को परिवार की चिन्ता नहीं रहेगी और वे राजा की आग्या में सदा तत्पर रहेंगे। शत्रु पर आक्रमण करते समय भी भोजनादि सामग्री की प्रचुरता होनी चाहिए। उचित पोषण से सैनिक स्वस्थ एवं निश्चिन्त रहते हैं और वे शत्रुओं के लालच में नहीं आते तथा राजा के प्रति वफादार बने रहते हैं। राजा को सदा नये क्षत्रिय सैनिकों की नियुक्ति में भी तत्पर रहना चाहिए।

Now about treasury - treasury should be full with the traditional wealth received from ancestors and earned by self through honest ways. There should be lot of gold and silver and other jewels in treasury so that it can be used during long famine time as well as it should be ensured that even if money does not come in treasury for longer time in future , it should be so much sufficient that it continues to remain available sufficiently even after being spent regularly as per needs. Now about Army - Solders, coming from the time of ancestors will remain always the part of armed forces. The king should care their dependents as his own family members. This will keep army people free from their family - worries and they will be able to pay full attention to their duties . There should be sufficient eatables with the armed forces at the time of fighting with the forces of enemies. Good food keeps army healthy, happy and honest to the king. A king should actively keep on appointing new soldiers also.
