शासनप्रधाना हि राजानः,तन्मूलत्वात्सन्धिविग्रहयोः।

तस्मादमात्यसम्यदोषेतः सर्वसमयविदाशुग्रन्थश्चार्वक्षरो लेखवाचनसमर्थो लेखकः स्यात।सोव्यग्रमना राग्यः संदेशं श्रुत्वा निश्चितार्थ लेखमविद्ध्यातदेशैश्वर्यवंशनामधेयोपचारमीश्वरस्य, देशनामधेयोषचारमनीश्वरस्य।

राजा इन्हीं आलेखों के माध्यम से राज्य संचालन, संधि- विग्रह आदि संचालित करते हैं। इसलिए इसमें समस्त अमात्य-गुणों का भी उल्लेख होना चाहिए। इन आलेखों के लेखक को समस्त वर्णाश्रम धर्मो का ग्यान होना चाहिए,उसे शब्द -रचना में कुशल होना चाहिए। उसके द्वारा लिखित अक्षर सुन्दर और सुपाठ्य हों। वह राजा के वचनों को सुनकर समझने मे कुशल हो तथा उन्हें सुनकर सुविवेचित रूप में लिखने में कुशल हो। यह जिस राजा के बारे में लिखा जारहा हो , उसमें उसके देश, ऐश्वर्य, कुल-परम्परा, नाम आदि का समावेश होना चाहिए।

King is the head of the administration. He takes guidance from these documents in case of treaties and its cancellations. So, it should cover all the qualities of ministers or companion or friends of the kings. The writer should be well versed in duties of all four varnas , he should be expert in construction of sentences correctly, his writing should be beautiful and clear and can be read without any difficulty. He should be able to understand what the king means of his words, he should be analytical in preparing those documents. Document should include the  details of the king for whom it is being prepared, like - his country, wealth, lineage, name everything should be included thre..
