Keeping people amused

तुष्टानर्थ मानाभयां पूजयेत। असन्तुष्टांस्तुष्टिहेतोस्त्यागेन साम्ना च प्रसादयेत्।परस्पराद्धा भेदयेदेनान्सामन्ताटविकतत्कुलीननावरुद्धेभ्यश्च।तथाप्यतुष्यतो दण्डकरसाधनाधिकारेण वा जनपदविद्विषं ग्राहयेत।विद्विष्टानुपांशुदण्डेन जनपदकोपेन वा साधयेत। गुप्तपुत्रदारानाकरकर्मान्तेषु वा वासयेत्, परेषामास्पदभयात्।

जो राजा से प्रसन्न हों उनका सम्मान धन और सत्कार से करना चाहिए। असन्तुष्टों को भी धन और आश्वासनों से सन्तुष्ट करना चाहिए। यह न होने पर विरोधियों के बीच आपस में ही फूट पैदा करा देना चाहिए। इसके लिए सामन्त, वन में रहनेवाले, उनके कुटुम्बी जन का उपयोग किया जाना चाहिए। इससे भी काम न बने तो दण्ड या कर लेनेवाले अधिकारियों का उपयोग कर जनता के बीच उनके प्रति विरोध पेदा कराकर उन्हे वश मे करना चाहिए। ऊनके पुत्र ,पत्नी आदि को रक्षा का आश्वासन दे , उन्हे नौकरी देकर वश में करे। क्योकि असंतुष्ट कभी भी शत्रु-दल से मिल जा सकता है .

A king must respect and please by offering wealth to those subjects who are satisfied and pleased with the him. A king should satisfy by offering wealth ,if it does not work ,he should manage to create rift among them. A king should use his ministers, people who live in jungles, their own family members who are not happy with them.  If this also does not work a king should use those officers who collect tax or offer punishment. Those who play against the king they should be dealt with secretly. General public can be made against them .King should give assurance to their wife and son for their safety and offer them some services and use them against his opponents. Opponents can easily shift to the side of kings enemies at any time.
